OK... they are offering to replace my 1 6950 PCS++ with a reference 6970..But the catch is since I canceled my second order they will only replace one... So I could run a 6970-6950 crossfire... but IDK... Otherwise they will replace it with another PCS++ and the problem will be solved... The issue was a bad batch, what do you think I should do OCN?
if you plan to crossfire just go with the fixed 6950 PCS++ IMHO

Is there any issues with the powercolor reference 6970s, or are they all the same? I might just spend the extra 20 dollars and 6970xfire

It's just a matter of price really and less headache. The 6970 is the real deal, so if it's only 20 bucks for the 2nd card, do that since you can get the 6970 free replacement from PC.

I say go 6970. Also are you going to watercool? When they say ref 6970, do they mean ref as in the rev1 board 6970 or PCS++ 6970 ref? Rev1 6970 is the same uses rev1 waterblock, and PCS++ 6970 uses a different waterblock.

Then get the 6970 ref as long as it's with the voltera vrms. Everyone makes rev1 blocks. PCS++ uses a special block. Then buy a 2nd matching card. Ask if they'll sell you a matching 6970 too!
