You really need to reapply some Arctic Ceramique on the CPU .
It s cheap.Apply in the middle of the CPU or take a credit card and spread the thermal all over the CPU in a very thin substrate.And then apply a tiny drop in the middle to avoid air trap.
Turn off PC remove the power cord open case reapply thermal.
With some alcohol textil thing or cotton you can clean up the cooler fan and the heaspreader perfectly.
It takes you 10 minutes
If you re not doing anything the stuttering will continue

When I was running the spec in my signiture I was having stuttering problems an occasional bluescreens.

I turned the voltage down on my CPU (I 3.8ghz x2, 3.8ghz x3 and 3.8ghz x4 and none were stable.), declocked it to 3.6GHZ x4, Upped my vRAM from 1.5v - 1.56v and it hasn't stuttered or anything yet after 18 hours of Prime95 Torture test (Batch)

What BIOS version are you using now as BIOS-es prior to 1.6 sucked hard (at least on what i ve had in my configuration) ?

MSI Live Update should tell you BIOS version thou it can sometimes report wrong. To be sure, press PAUSE/BREAK button when you see the post screen (where you see ram, cpu cpeed, sata drives). It should write there BIOS version.

Addition to all things said and done here, I'd like a link to your RAMs(the site you ordered or kingston's site or the part number) and a SPD tab screenshot of CPU-z.

I'd also like to know which GPU driver you are using right now. If you are using the latest, did you install the 1st link or the second link ?

I just want something cheap and they recommended me Shin Etsu or what not. Should be here by Monday.

Never touched my voltages sir xD (as in NEVER EVER have I)

? Care to explain more? I didn't have this problem about a year ago and had a 4870 512mb. It just started stuttering a few months back with the 4870 (last card I had before this 5870)

Ok, your rams are CL7 (7-7-7-20) at 2.0 volts.
You could try 1.9 bios. 1.A and 1.B are for Phenom II x6 cpus. However flashing bios under DOS is a bit tricky on new systems with NTFS because you can't reach your HDD when you boot from win95/98/ME bootable floppy as the FAQ suggests. If you have a usb bootable, then you can go for it. Otherwise, I can explain how to make a bootable usb stick.

There are 2 graphics driver options on AMD's page. 1 normal bigger file and the other with APP removed smaller file. If you installed the 1st one check if you have ATI Stream SDK installed. You can also try gaming with CCC uninstalled to see if it changes anything.

And definitely, monitor your temps with Open Hardware Monitor application.

I ve had KHX85002K2/4G they worked like crap ,they are not for AMD CPU-s.
They are native tRFC 105 ns which is not proper.Yuu could change them to 127 tRFC in BIOS ,but this RAM-s never worked ok on my K9A2 Platinum even with changed tRFC.

Get some Corsairs instead ,you should see smootheness while using the PC .

You have some work to do over there ,new ram ,bios update ,cooler upgrade

LE: oh ,and some kits like the one you have may not be dual channel ,i ve had one kit that was giving errors in memtest when they were in dual channel installed.I was very disapointed with this Kingstones.

You could try 1.9 bios. 1.A and 1.B are for Phenom II x6 cpus. However flashing bios under DOS is a bit tricky on new systems with NTFS because you can't reach your HDD when you boot from win95/98/ME bootable floppy as the FAQ suggests. If you have a usb bootable, then you can go for it. Otherwise, I can explain how to make a bootable usb stick.

There are 2 graphics driver options on AMD's page. 1 normal bigger file and the other with APP removed smaller file. If you installed the 1st one check if you have ATI Stream SDK installed. You can also try gaming with CCC uninstalled to see if it changes anything.

And definitely, monitor your temps with Open Hardware Monitor application.
I would probably use the usb method since I hear it's safer that way.

I ve had KHX85002K2/4G they worked like crap ,they are not for AMD CPU-s.
They are native tRFC 105 ns which is not proper.Yuu could change them to 127 tRFC in BIOS ,but this RAM-s never worked ok on my K9A2 Platinum even with changed tRFC.

Get some Corsairs instead ,you should see smootheness while using the PC .

LE: oh ,and some kits like the one you have may not be dual channel ,i ve had one kit that was giving errors in memtest when they were in dual channel installed.I was very disapointed with this Kingstones.

will clean cpu/hsf tom and replace thermal paste.

I guess I won't be getting Kingstons from now on to be safe.

or just stick to intel on my next mid range build. (i3 2100 seems to be the better choice than 955BE)

Update:

I cleaned 90% of the dust from the CPU's Heatsink and Fan (compressed air and manual blowing xD),

cleaned off all the original thermal paste since it was bought with alcohol

and applied the Shin Etsu (pea method).

Before, my temps would go to high 70s C.. now the highest it got was just 41 degrees C!

The stuttering was greatly reduced in video games but still present.

Hmmm..
