Computer issues! PLEASE HELP!

Hey guys i'm having some major issues with my computer lately and I need some help.

Alright well where do I start. There's a couple main problems that are worrying me. I'm in the middle of playing games, the lag is terrible, computer tends to freeze up at points, flickering in the screens ( some games ). I just don't know whats going on. When not playing games many issues I run into are computer freezing at desktop or while just browsing the internet, computer deciding to restart itself and having a "BootMGR" error. My CPU will not overclock or stay overclocked on this board period. * This is all a jumble I'm sorry * I just really do not understand what is going on anymore, and it really bothers me because its been happening for a while now with computer since day 1. I've tried 3 motherboards new HDD, new cards, new everything just nothing seems to work. I'm iffy on selling these cards to buy everything new board, cpu, mem, gfx. Now I do have a eVGA Class. that I just got back from a RMA and i'm looking to interchange that. Is this a problem from my mem. I've tried 2 sticks, 1 stick, all 3. Is it bad sectors in the HDD's? Is there a way to test it. ( Have tried the bios one somone showed me don't know if its true but it didn't work ). I'm willing to buy new things also to hold me over even a new card but I'd like to get rid of these first. I'm going to be getting birthday gifts like crazy today and mainly money so i'm hoping to drop some money into this PC if I need. Any solutions? Sorry for making this one big mess, but I dont know how to best describe anything.

Insert system specs in "User CP" "system" at the top of the page so we can have a better idea what we are looking at as a whole.
Run checkdisk on your HDD and tell it to correct errors.
Download and run memtest with ram in MB.

are any of your temps abnormally high? CPU Video?
DO you have a quality PSU, even if it is it could be failing.

have you updated the BIOS on your motherboard?

What games are "some games"?

how long is since day 1? All the issues? some of the issues?

I'm going to bed now i have to be up in 5 hours to get ready for work. I'll check in then to see if i received a response from you.

Have you tried re-installing Windows or even reinstalling graphics card drivers?

To check HDD's :

To prevent boot mgr, use windows disk when booting up, then go into installation, but instead of re-insalling, click repair.

Nothing is really high at all. I just cant overclock anything because this board does not seem to let this CPU overclock at all. Basically its cool at stock everything, when overclocking it becomes a issue. Ill try those test's. I'm not sure what system specs you actually need. I can upgrade my PSU if thats what It needs. I kind of want new cards these dont OC past 900mHZ for some odd reason.

Depending on your backup strategy id hold off on a reinstall, i always consider that a last result. I like to figure out what causes the problem, instead of just making it go away. but if you want to go that route go ahead just it may crop back up due to a bad driver or other issue. No offence meant Cee.

Follow his directions. I'll check back in the morning for results. Well my morning.

I'm not actually going to re-install window's currently. It's not doing it right now, but I'm trying to figure out what is the cause of this. It seems to be a memory issue, is what im thinking. Is not getting enough power doing this also or?

I dont entirely use it as the last resort but, towards end for sure.

The reason why I asked is that, he stated this

Remaining things left to check is mainly psu, memory and the graphic cards.
I would not want changing psu or graphic cards and finding problem still exists.

Ok, now HDD passed. So memtest now. Let it run min overnight.

Did you run Memtest on your RAM? Also, after doing a repair from the Win7 Disc, boot back up from the hard drive. open a command prompt (start button -> "CMD") and type chkdsk /f and after that is done do another command sfc /scannow

Do you do any maintenance on your machine? Anything like defrag, CCleaner, etc...? Have you had any viruses or malware lately? I'd boot up into safe mode (NOT safe mode with networking, or any other - just "Safe Mode") and run a scan with a fully updated copy of Malwarebytes.
All this will take a while, so report back when you can and we'll take it from there.
