That's fine for that memory kit. Generally, with every speed increase step, the latency should go up by one. For example, the best DDR2 800MHz RAM runs at CL4, next one up is 1066MHz so that must have CL5, 1333MHz CL6, 1600MHz at CL7 etc. You can go one above these for the "normal" latency RAM but don't buy ones that go any higher above that. Like 1333MHz for example, do not buy modules with latencies at 8/9. You can get lucky with the higher latency modules because sometimes they just use low latency ones and sell them as crap high latency modules to fullfill demand, but it's luck of the draw, so I wouldn't recommend it.

I kinda wanted to stick to the 6800s. I thought photoshop would use cpu and ram more? (now I wish I paid more attention to the photoshop section of all the bench tests I saw instead of skipping straight to AvP).

I notice you put a CPU Cooler in. Did I do wrong to assume it would come with the CPU or is this just a better cooler?

I wouldn't take this RAM if it was worth 30 euros. Don't buy it, no matter what, no. RAM intensive apps like higher speed/lower timings anyway.
I usually tell you never to buy 1333 CL9 RAM in the first place because it's generic and you can find better prices, but to require 1.65V for such settings is just unexcusable. I would be extremely disappointed if you choose to buy that.
