2x gtx 460 will smoke a single 560, if your looking for future, go for the 560ti, if you don't plan on upgrading for a while, then go for the 460's

Has to be 2 x gtx460s, its normally better to go for a single faster card, but the 2 x 460s kill a 560ti and if both can be hard for similar money, the 460s win in my opinion (speaking from experience, I love my 460s)

Depends on what you want and how much you're willing to pay for it:
  • Good enough for today that's upgradeable later? GTX 560 Ti for $245
  • Faster today? GTX 460 768MB SLI for $260 (or $220 AR)
  • Overkill for today? GTX 560 Ti SLI for $490

The GTX 560 Ti would perform within ~30% of a GTX 580
The GTX 460 768MB SLI would perform within ~5% of a GTX 580
The GTX 560 Ti SLI would perform ~30% better than a GTX 580

%'s based on Crysis: Warhead benchmark
