It sounds like a cooling issue. Remove the heatsink and reapply the thermal paste. Make sure to get the vram chips with thermal paste too. Since, they may the culprit for overheating.
Also, make sure there is no dust in the video card.

I just flashed the BIOS, it went well, but nothing changed. The cards running at 70C. Windows recognized the card, so does GPU-Z, but nVidia Control Panel doesn't! :/
