The 70% alcohol you have is fine, as long as you give both the CPU and heatsink adequate time to dry. No need to spend extra money if you already have the product on hand.

Rep+ to this .Be sure to use denatured alcohol. Some rubbing alcohol has aloe in it and, well your chip doesn't need any help from any soothing Hawaiian succulents. A few drops all around should be enough. You shouldn't have to douse the CPU.

You know what I did to split a CPU/heatsink
I took a sturdy PCI slot cover (from an Antec 300)
and simply pried it off. It didn't take much force. Beware of the CPU bouncing and smashing into the floor nearby though, you might bend pins that way - best you put a really soft surface (that's not static-electricity clingy) on the table before trying this

i feel your pain man, i have a new motherboard comming in later today and will need to reinstall everything.... i have my fingers crossed, hopefully my heatsink comes apart from my cpu with ease. I will run prime95 overnight to make sure nothing is dried up.

Try the arctic silver 2 part TIM cleaning solution, and work it ever so slightly between the chip and HS, it should plasticize the TIM crap enough to get it apart... forcing it apart may not be the best approach and ya dont wanna scratch the cpu die.
