I'm going to also not recommend the Cosina lens. It will likely have terrible image quality and if you're going to bother with a DSLR, there's no point in using crappy optics. It's like driving a Porsche with cheap tires. But for $30, I guess you can find out for yourself.
I also would recommend the 55-200VR as it is a high quality lens for the price. But, if you can't stretch your budget for that, the Nikon 70-300 non-VR lens you linked to would be the minimum I would recommend, though the VR version of that lens is significantly better.
One thing you need to realize is that DSLR lenses won't have the long focal length range you're used to with a P&S. There are some DSLR lenses with fairly large ranges, like the Nikon 18-200mm lenses (10X) and the largest that I'm aware of is the Tamron 18-270 (15X).
Most DSLR users realize this fairly soon and instead get a few, higher quality lenses to cover the most common range rather than looking for one lens to cover it all.
