Sapphires overclock ability has gone down the crapper, I can't recommend those either. I might jump on the HIS for 260 AR at Amazon myself, hmm... The XFX I got on initial release were great, sucks they might all be gone now.
Yeah tell me about, I dont wanna buy a 6950 expecting a 6970 and for it not to unlock.

If you want 6970 clocks so bad go get a 6970. The people that bought 6950, the unlocking is just a nice bonus. My reason for buying a 6950 was that it has 2GB of memory vs GTX 570 that has 1.2GB (It also saved me $100 bucks)

Unfortunately I don't have never ending pockets, obviously if I wanted the best performance and money not an issue, I would buy quad fire 5970s.

I want the best performance for my money, Last year the 5770 did that, the year before the 4850. This year I am torn between the 560 and 6950 and to me if the 6950 unlocks to 6970 its worth it, if not it isn't worth the heat, power needs.
£100 excess for a 10-15% increase over a 6950 for a 6970 definitely isn't worth it and is abit like throwing money down the drain.

The 2GB 6950 competes with the gtx 570

and beats the gtx 570 at higher resolutions see chart below

The 6950 also offers as much as a $100 dollar savings compared to the GTX 570. Also it gives better performance than the 560ti for only 20-40 dollars. To me the 6950 seems to be the best bang for your buck regardless of the unlock.

For what it's worth, I bought a SAPPHIRE 6950 from Amazon yesterday, and it unlocked fine. If you roll the dice and it doesn't work, there was a thread on here that stated simply OCing it to match the 6970 clocks equates to roughly the same thing. The extra shaders from unlocking don't amount to much. Here's the thread.

Edit: As for your worries with power consumption and temp, the 6950 has the best performance per watt of any card according to the TPU article you got those charts from. It does run hot, but nowhere near dangerous levels.

I bought a Gigabyte HD 6950 1GB GV-R695OC-1GD before I actually did some research into this unlocking business. To my dismay 1GB versions do not unlock and the store I purchased it from has a 20% restocking fee for returns.

On the upside this card has an excellent cooling solution and does overclock very nicely... (waiting on a tool to support this for voltage control).

You may want to look into this previous post though to shed some light into this:

Try to extract bios again - something is bad with that copy.

Before flashing try to copy bios with atiflash it should work.zip 39k .zip file
Before flashing try to have backup video card to reflash bios to the original copy.

I have modified my bios to suit to your video card - but i can't guarantee that will work (but it should!)
