Stuttering, Help Please.

Okay, My problem is that when i play some games, they stutter, a lot. Other's tho, ONLY stutter on the cut scenes, and the cut scenes that are not from the gameplay, but just actual movies. I played Splinter Cell Conviction, on everything maxed out 8xAA, 16xAF, ultra high @ 1080p and while im in the game it self, NOT a single stutter, the game runs as smooth as butter, but the second it switches to the video cut scenes, the Audio is fine, but the video become extremely choppy and jumps from frame to frame. A lot of games its only the problem with the Video, but some games like Mass Effect, or Dead Space, the game it self stutters, even if i turn down the graphics to medium, which with my card, i shouldn't have to. It will run perfectly smooth at 80-100fps, and then randomly drop to 25-30, and its not that it happens during intense battles or anything, the drops happen even when im just running around in a room with NOTHING going on in it, the exact same room and it will be at 80+ for about 3 mins and then drop to 25-30 for 30-40 seconds. And when it gets to cut scenes, the cut scenes stutter just like in Splinter cell and other games, Bioshok 1/2, ect.

Anyone know what it could be? Turning down graphics doesn't effect the drops in fps at all, it only gives me a higher fps in the times that it doesn't stop, like when i turned down graphics in Mass Effect to low, i got 120-140, and then it still would drop to 25-30 at random times. Please help, playing my games has become really annoying.

Could it be my CPU?

it could be. at first I thought it could be an issue of the framerate going higher then the monitor's refresh rate, until I saw the drops in performance mentioned. I would try enabling vsync though, just in case.

I tried enabling vsync, same thing, the only difference is it stays at 59-60 and then drops yet again to 25-30. But other games play extremely smoothly, and yet when those games get to the cut scenes same thing happens, the video's are choppy and it jumps frame to frame.
