Need help getting my first build running.

Ok, so i got all the parts and put them all together.(sig rig)
Turned the thing on and it booted up the bios. Everything looked good, and was recognized.
Then i tried to install windows 7 ultimate. It makes it to the screen that says "starting windows", then either hangs there or reboots.
I can't figure it out.

Things i have tried:

-the dvd drive was set to boot first.
-tried another windows 7 install disc
-tried windows xp
-tried a different power supply
-tried a different hard drive
-tried 2 different graphics cards (even tried an old PCI card)
-tried 2 different dvd drives
-tried using just one stick of ram
-tried setting the ram specs in the bios to 1.65v, 1600, and 9-9-9-27 as per kingston specs
-tried both ide and ahci mode for the hard drive
-tried turning off all usb, audio, and esata ports
-memtest86 - passed
-windows memory diagnostic - passed
-numerous other tests - all passed

everything else in the bios i left set to auto, do i have to manually set up the cpu, or do you think the auto settings would work?

the only thing that is left, is to try different ram, but i don't have anymore dd3 ram lying around.

Am i missing something?
i'm starting to think its a bad board.

and yes, before anyone asks, this is a valid legal copy of windows.

do you have everything in the case? If so take it all out and test it on a box.... sometimes something may be shorting the mobo and that will help you figure that out. Give it a shot and let me know.

yep, its all in the case.

I suppose it's possible, but I just noticed it passed memtests. HMMMMM!!

did you manually configure the ram frequency and voltage? thats a big plus to make it stable, if set on Auto, Not all bios work well with certain sticks without proper configurations

EDITED:
And timing*** Which the actual settings of 1600 may not work well, try smaller like 1333 with 8-8-8-23

pulled everything out to bench test, plugged in the graphics card, hard drive, dvd drive, and power. booted bios, changed ram frequency voltage and timing to 1600 1.65v and 9-9-9-27, and boot from dvd drive. same thing happened.

then i set ram to 1333 and at 8-8-8-23, yet again, same thing.

maybe it just doesn't like windows, idk
i'm gonna try ubuntu and see if that works *shrugs*

did you check the jumpers on your harddrive to make sure its set to master and not slave also you may want to change your boot priority to your dvd/cd rom drive first inorder to get windows installed. another possiblity would be to make sure you check all your connections 2 and from the hardrives and your powersupply if you have a modular cable system they tend to become loose if you tug the wires to much. but my guess is you have a jumper issue and you need to set the hardrive that you intend to install the os on to a master and your secondary into a slave ... same for raid.
