When I tested my 7200.12 1TB outside my case I got ~15.4ms lat. while inside my case with the SATA cable at the back I got 22-28ms. Cable came with mobo and is 26AWG.

Did you test multiple times or did you just test once?
Test multiple times and take the average of the tests.
Sometimes you have discrepancy between tests.

Tested about 6 times inside the case in different locations, all came out to be 22-28ms. When the hard drive was outside, 14-15ms.

I really doubt that you are experiencing enough EMI to significantly slow down your disk as digital signals, unlike analog, take a significant amount of interference to be corrupted. Of course there is a good bit of EMI in a computer case, however it shouldn't be enough to corrupt the information as its sent the short distance down the SATA cable.

Of course I guess nothing is impossible. You might try routing the SATA cable around the back of your motherboard tray, which would shield it from most of the emi in the case.

More latency = slower access times. Currently not using it as a primary drive, but I just wanted to double check. Might be defective, oh well.
