im new to over clocking so.... ya are these settings good? let me know if i messed up somewhere. i also ran Prime 95 for an hour and its stable and temps only got into the high 50's

Those settings look great. You might try setting the CPU clock skew to normal, I don't think you'll need it at that speed. Is that 1333 or 1600Mhz RAM? If the latter, try 200x19 to get the full speed out of them. Either way you're looking great!

Thanks for telling me that i was wondering how to get it so i could get the full 1600MHz out of them. Do you think i could bump it up to 4.0GHz sense im getting good temps at 3.8GHz. and if so should i raise the voltage a bit?

Given the low voltage you're using and the nice components you have available, I don't see any reason not to push for 4.2Ghz (200x21). Don't be afraid to use voltage, just keep it below 1.35v. I'd love to hear how your OC turns out, it sounds like you've a nice batch. :]

as you can see above i got it to a stable 4.0GHz but i dont know about 4.2GHz. lol
