Then keep the server she's using now, and build her a nice and efficient rig as a personal computer. Allowing regular users to browse the internet on a server is generally a bad idea.

Couple of things:

1. DON'T USE THE SERVER FOR PERSONAL COMPUTING!!!
I could of course write the above line in bold letters with several exclamation points to underline the importance of this...
This is the perfect reciepe for disaster.
Can you imagine "Bob" just surfing the net and clicking yes to every flash box popping up & searching for "free mp3" & "speed up computer"...

2. For simple fileserving, you don't need quad cores, duals are plenty.
But I'm not to sure on what service are wanted, what are needed & what are present today.

3. Update the server economically, and rather get 1 or 2 small boxes for personal computing. This ensures the server is left alone.
Maybe the investment could look like this:

SERVER:
Maybe try the HP Microserver, and add a disk or two. Server + 2 disks = ca. $400

2 PC's for Personal computing:
Get some small barebones & HD KB/MS & screen.
You maybe getting a little over budget of $700, but the alternative is a tricked out server, but not working because of installed malware ++++

As stated, not the best idea to dual role your server as a desktop. If you must go down this path at least use Linux.

Just for a fileserver anything will work. Even software RAID 5 will have good performance on any modern dual core.
