It just needs some ketchup. The mild acid will remove the oxidized layer.

Besides throwing your waterblock at the wall you aren't going to really ruin it, and even then if you have dry wall you could just clean it up and use it...

Thank you all guys ! I am just gonna try to use it as is and see what kind of temps I get. If they are not to my satisfaction, I will take it apart and lap it. The CPU is NOT lapped.

I disagree with the people here saying that you will see decreased performance. The finish of the block does not matter nearly as much as the overall flatness. A mirror finish is not necessary.

In hindsight you probably should have washed the copper in a mild acid like vinegar or lemon juice. That will bring a bright shine to copper.
