I have a gainward gtx 470, bougt in may 2010, and since january this year when i first noticed it, i have a verry similar issue to what HyperBCS mentioned.
It happens when the cursor changes very fast from one shape to another. For example like HyperBCS said, when moving the cursor over a link, the cursor changes from arrow to hand, but if i move it very fast i get the distorted pixelated and enlarged version of either a hand or an arrow, and looks like it has a lover color depth than the rest of the screen, for a fraction of a second. Or if moving the mouse rapidly around the edge of an window the cursor changes from arrow to resizing horizontal arrows.

I tried to do a lot of things to solve this, but nothing worked:
-installed the latest dirvers
-uninstalled the latest drivers and installed the oldest ones for gtx 470
-did a fresh install of windows on a different hard drive and installed only the latest video drivers on it, nothing more.
-tried smaller display resolution
The only good thing that i noticed is that, after uninstalling the nvidia drivers, when the computer works on the generic microsoft driver the artifacting doesn't occur, but i thing that it doesn't use the gtx 470 memory while it's runing on the generic drivers.
