windows wont boot if my cpu is at normal frequency (amd 1055T)

I have a 1055T 1.3volt
coolit vantage cpu cooler
MSI 870A fuzion (770 chipset)
thermaltake 750W PSU
HD6970
2 dvd drives
2 regular speed hard drives (1TB and 150gb)

The problem im having is that one day I tried to overclock my cpu and everything seemed fine until I ran Prime95. About 4 minutes after starting prime95, the computer shut off completely and I had to unplug it and then plug it back in to get it to turn on. The issue im having now is that when the "windows starting" screen appears the computer will reboot, safe mode and all other F8 modes reboot when chosen. I tried changing the gpu, psu, ram, different disc drives and hdd's, but the same reboot would occur. I put everything back to normal(gpu, ram etc.) and decided to to mess with bios settings. If I change the CPU ratio to x8(1.6ghz) it boots and runs fine, but if I set the cpu ratio to the normal x14 it does the reboot loop. Could my CPU be damaged? or is it more likely that my motherboard is damaged?

Edit: Ive been using the computer at the 1.6ghz for about 5 ours now without any issues

What temp did it get to on prime

temp max when running prime was 55c according to coretemp, im running the bios updater thing on the MSI site because my bios are 10.1 and they have 10.5

I ran the bios updater, it says there are 0 bios updates for my board. so idk whats up with that, chkdsk has no issues and I dont know how to manually install a bios update

thanks for all the info on updating BIOS Dopamin3, I updated the BIOS just fine, but i still reboot at 2.8ghz. I dropped the multiplier to x13(2.6ghz) this time and it ran fine for about 15 minutes then rebooted outta nowhere, now im trying x10(2ghz). I keep an eye on the temps but they haven't gone over 18c.

I think the CPU is probably ok, but the motherboard might not be. If you have another AM3 motherboard, or can get one for real cheap just to check out the CPU is okay. If it is then the motherboard voltage regulators may be a problem. You also might want to reflash your MB bios fresh, even if it is with the same bios version. I had to do that once along with clearing the CMOS and basically starting fresh as if I just unpacked the motherboard.
