You are right it is coming from the card, I am hearing it when its under load. I will return these cards and try MSI N560GTX-TI Twin Frozr. I will let you know how it goes.

I'm guessing it could be your psu because that 6950 draws more power under load then your 8800gt does.

I don't know how you would figure out if it was one or the other.

Put yer ear to the psu, block the noise from vid card with something and run a load on system. If the psu makes noise, it will travel thru to the card/s.

Or you could get another psu, if the noise is gone, you know what the culprit was.

Might also be the capacitors from the PSU, Motherboard or Video card. I noticed in the few first posts you didn't get what draggy said when he mentioned caps.

Here is the picture and you'll see these almost in every component.
http://www.jebswebsite.com/misc_pics...capacitors.jpg

Usually some components make a "sss" noise under heavy load. I use to get it when overclocking old motherboards. That's the reason they have Japanese capacitors in newer components these days.

Anyways. Be sure from where exactly its coming. You might return the card and its not even from there. Do some tests and then get closer to a component and see where is it really coming from. Make sure the room is quiet for you to notice it fast.

I had the same issue with my Sapphire 6950. A bit of research said it happens with most cards, and it's just a matter of how bad it is. MSI supposedly uses military grade components that reduces/removes coil whine, so you should be set. For what it's worth, I can't hear it on my new card.
