In that case Wordpress might have a small advantage, as your visitors might already be experienced with it.
As far as testing both: why not? Set up a free XAMP server on a local box, and install Drupal, Joomla and Wordpress. See which you like best.

Given this is for a client their budget is low - medium. And to be honest I don't think they need a big budget for their site. At some point if they are getting $10,000+ in advertising and selling quite a bit of product then of course a dedicated server and all the bells and whistles are easy enough to justify. At the moment they are more of a community based site for women and while they sell advertising on the site and in their print media, their products are limited to publications at the moment. They do want to expand and grow that though.

I myself am a web manager as I stated. The site is pretty self sufficient at the moment as not a lot is going on aside from updating articles, community calender, and adding videos and advertisements.

I would imagine I would charge a small monthly support fee for the basics, but that will require maybe 2 hours of my time every month once up and running. Now when they want to expand and add things that is more money of course. My wife currently does free lance work for them as a graphic/creative designer.
