High temps on Athlon II x4 w/ Mugen 2?

I have high temps on my Athlon II x4 640. I'm using a Scythe Mugen 2 heatsink with Arctic Silver 5 paste.

My ambient temp is ~17C. When idle, the core temp is at 18C. Under load, they skyrocket to 50-60C.

I just reseated it, but the temps are the same. It has a Scythe S-flex E on push. I have 1 Scythe S-flex F, 1 S-flex E, and 1 stock CM fan as intakes and another S-flex E as an exhaust.
There were some scratches on the base of the heatsink, but could they affect temps that much?

It's annoying because the cpu fan is always at 1200RPM, even when idle. Help is much appreciated.

Couple of things

What is the clock and voltage on the x4 640?
What direction is the heatsink blowing from front to back/from bottom to top?

Also the mugen is notorious for difficult mounting. You may have to grab a friend to help you with mounting. Place a rice grain sized amount of ac5 on the cpu. Have your friend place the mugen onto the motherboard. Then screw in the heatsink. Be sure that your mounting nuts are on tightly as well.

Edit: If the scratches are deep then it may cause temp issues. Try using a bit more paste if they are deep in order to fill them and reduce their effect a bit.

Woops, should've included that.

I'm using HWmonitor for temps. I'm at stock settings, too. Guess I'll try reseating it one more time. If it still doesn't work, I'll try using the stock heatsink.

Get some cooling on the VRMs... that might get your temps down
