notice there is no dvd drive and NO OS

Would the sempron 255 + free Biostar board for $57 dollars @ microcenter be good enough for my needs? or would the phenom II X4 with MSI 785G board combo for $99 be more suitable. With photoshop it would be simple picture editing or updating postcards.banner files.

So the consensus is that I will need a video card instead of using the onboard? why is that?

either would be completely fine. you don't need a video card, just use onboard. People love to rag on onboard graphics but the fact of the matter is that onboard graphics are fine if you're not playing games.

People also love to underestimate low-end cpus

Also, if you don't require the use of photoshop, gimp works fantastically well. I've made the mandate for my company to use open source whenever possible. That means Linux operating system, openoffice apps, gimp photo editing. We switched our domain email to Google apps years ago so having outlook or thunderbird is a distant memory.

Microcenter is the same as Tigerdirect... And they have amazing computer bundle deals. We have lowly dell c521 dimensions that would meet your needs well... Amd athlon x2 3ghz cpus & 2 GB ram are happy with windows 7 or ubuntu.
