Is there any advantage of using the -PHN version over copper sulfate? Or vice versa?

PHN = PolyQuat = benzalkonium chloride = hot tub antimicrobial solution.

Personally, I use 1mL/1L ethylene glycol. I also like Brij-35 and Triton X-100. The surfactants have the benefit of being water wetters and potential biocides.

If you are going to use copper or silver, choose one and not both. You can use a surfactant with either one for added thermal efficiency.

Yes, aquarium copper is the same stuff. If buying aquarium biocides, pass on the malachite green. Copper 2+ ion is nice to have in solution if you have any dissimilar metals (Le Chatelier's principle), but that's a minor point.
