Almost everything is making heat. Every resistor, transistor/mosfet, capacitor, and chip is making heat. Its hard to say if even those things that dont have heatsinks may overheat when insulated in paint.

A number of years ago green was pretty much the standard, but before that it was actually sort of a sand brown.

Back in the day, most people did not build/repair their own computers so all PC boards were processed the same. It wasn't until the enthusiast market started building clear or windowed cases to show off their hardware that manufacturer's started using different colors.

If you do paint it, then you'll want to make sure it's non-conductive; you may actually get the best results with a lacquer rather than paint.
