HAF 912 stock Fan problem - need help

I just bought a HAF 912 with two stock case fans a week ago. - one seems to respond normally when I adjust the fan speed setting level, the other changes speed too, but no matter what I set it on, it gives a wild fluctuation reading.

Example:

.......Good Fan ---- Bad Fan
Lvl 1: 703 RPM vs. 656 up to 1300 RPM
Lvl 5: 925 RPM vs. 865 up to 1650 RPM
Lvl 9 (Max) : 1088 RPM vs. 1010 up to 2107 RPM

I've tried switching the connections and hooking up one at a time too. Consistently, the rear case fan show wild readings. Also, according to the Bios the 12v rail looks steady and the fans themselves seem to be running at about the same speed (similar noise). What would cause only one to be so erratic?

The controller is bad?

Got a multimeter?

My suggestion is to get better fans anyways. I got the HAF 912. I remeber the stock fans.

They are sleeve bearing they are slow and weak.

My system reports that they are turning at 1150-1190 RPM on FULL. Is this accurate? Also my Phenom II 555 stock cooler on FULL says 3658 RPM is that accurate?
