I'd suggest going for two seperate GPUs for cost effectiveness rather than one dual GPU (i.e. dual 6950's and unlocking them to 6970's - so you have two 2GB cards and can easily tri-screen if you want).

As I understand it, your motherboard has PCIe set up as:
x16
x8
x4
x4

Meaning you could have dual 6950's (flashed to 70's) while keeping your PhysX card (through the PhysX hack), as PhysX shouldn't need more than an x4 slot to work properly.

It would limit your expansion in the future, but it's what I'd probably do. The same (or better) performance than a 6990 at a much cheaper price, without the problems of having such a long card. Of course, prices may be different where you are...

Edit:
I know it's not quite what you asked for, but beyond that (a cfx/sli setup) or a 6990, there is no real jump in performance for you right now.

If you want the FASTEST SINGLE gpu solution, you WILL lose your support of 3d surround.

Unless you get the gtx 590.

Otherwise you will need sli to acheive 3d surround

I'd probably go ati and get two 6950/70s. The 2gb vram should help out at higher resolutions if you decide to do eyefinity.

How much $$ to spend? GTX570 with a second one later, or just get the 580 if $$ is not a concern.
