power supply protections

hey guys. I just got chieftec's power supply and it seems to me that they list alot of protections on PS's these days, such as short circruit protection

reason I am starting this thread is because my computer ain't powering up. If there's short circruit or such, does that mean the power supply don't give power at all? That could help borden up the search for problem. Does the protection mean, that the power supply itself, only, is protected, or does it detect if component's damaged and don't power it to prevent damage?

also, this says it supports dualcore, what if I run 6 cores? does it matter

Which Chieftec model did you get, and what are all of the components in your system drawing power from the PSU, particularly the CPU and graphics card(s)?
