HD 6850 Performance Issues

So I just got a Sapphire HD 6850 and have been having some pretty extreme performance issues. Running windows, watching movies, etc. is all totally fine, but my game performance is laughable.

I'm getting 13, yes 13, fps MAX in League of Legends with everything set to as low as possible. It's a joke. I should easily be meeting my V-sync limit at 60 on max settings.

I'm also unable to play TDU2 and Black OPs. My only real hunch is that the video card isn't getting the power that it needs, but I'm struggling to see how that's possible as I'm using a 750W PSU.

I updated my drivers to the newest version earlier today but to no avail. The Catalyst version is 11.2

I also have all of the 3D application settings set to either "Performance" or "Application Controlled" where applicable.

I've been mostly unable to find similar issues, so it doesn't really seem to be a problem that is specific or common to this card/brand. Maybe it's just a dud. It's still under Newegg's 30-day return policy, so I could replace it if all else fails, but I'd rather see if it's not a simple fix that I'm overlooking.

Probably a bad card, everything works fine on your old video card?

download gpuz, start the game your having problem with your frame rate issue then check GPUZ see if the graphic card is running at this speed below.

Gpu Core Clock: 775MHz
Gpu Memory Clock: 1000MHz

there is possible chance that graphic card clock being downclock some how.

Check if its running at x16 on pcie, probably doing a x1 or so with performance issues like that. You should be able to max out all those games with nice FPS with that card no problem.
Try reseating the card as well, delete and reinstall drivers too.

Nope. It's running at 775MHz and 1000MHz in both games.

GPU-Z says it's running at PCI-Express x16 2.0. I'll try reseating now and then re-installing the drivers.


EDIT: Another issue I'm having is that my CPU Fan (aftermarket Zalman 9700) begins to run very slowly after about an hour of being turned on. It has a fan speed controller, but ironically, when I turn up the speed, the fan stops moving. Do you think my system is just using too much power the way it's set up right now? Maybe my PSU is bad?
