Well... Here's what I came up with. I tried thinking of what older people may want in a PC, so I threw in a Blu Ray drive, then a large SSD so things dont have to be installed on a separate HDD, but included a 1TB for data n pictures.

Surprise them with a Samsung 27" monitor - it's under $300 at Sam's club or wherever - cause their eisight will degrade in 5 years; well, nothing improves with age.
Do you also have to pay for the OS from the $1600?
There'd be $1200 left for case, mobo, PSU, CPU, RAM, graphics, HDD, and DVD drive.

With that much and for what they use it for I would build one computer for each!
But will be tight if you were to buy 2x24 inch monitors.

Buy a prebuilt.

You do not want to have to service a family members computer. That's what I've learned from my endeavors. Next PC my mom gets will be an iMac.

For a computer they want to keep for 5 years, and for someone who probably knows nothing about watercooling, I wouldn't get them an H70.

I hope I help. I haven't read OP nor the posts because I'm in a hurry.

Any modern CPU is probably going to do their job right. Any modern mainstream GPU will be much more than enought, just be sure to pick up a silent card (same goes for silent CPU and PSU)

Now... the thing you really want to focus on is on a monitor.... Get the best one you can. Buy all the parts you need for the computer, take the money left and spend it all on the best monitor you can find - I suppose they are not gamers, so remember to sacrifice latency for image quality and screen size.

That's it. Can't go wrong with a good monitor

ps: don't forget to fit everything on a tiny sexy mATX case (with an mATX mobo) or something small... maybe also a good wireless mouse and keyboard for a cleaner environment. I'm sure they'll love it

I would probably not OC this rig.. although pLuhhmm is putting me in the right direction...I do have to get the OS also...and I have always fixed their computers...it's the least I could do for 2 of the nicest people in the world...
