Take the 1600. build em a sweet 1000$ rig and use the 600 left over to do something nice for them later... or buy a GTX 590

Build a cheap desktop for around $500 and suggest them to buy 2 ipads or xooms (for apple haters). That'd be a perfect setup

Hmm, if its for your parents they probably value quite computing more than performace, I second the 2500k centered build, and throw it into a nice and quite case. I'm thinking the Fractal Design R3.

You mentioned L4D2- I just thought I should mention I just tried running L4D2 on my rig maxed- It runs great- with SLI disabled!

So, 1920x1080, all settings at max, 1 8800GTS, no lag whatsoever. You will be fine with whatever you get!

Buy them a case that has great desgin maybe a mac although some other case just so it will look nice as im guessing they will not realy care if ist extremely powerful just enough to run most games at 720p should be enough and if you need a moniotor probaly go for one that does not hurt you eyes so much or is way to bright although the best quality would be something like this http://www.newegg.com/Product/Produc...-524-_-Product or any other ips monitor
