lower than expected framerates in wow

Ok so I get about 35 gps in wow in cities, 100 outside of them, what could be causing this? My system should run this game better.. I think. Any advice?

Also WoW has been said to be more CPU dependent than GPU dependent..

and i can tell...in the middle of the crowd, just high frequencies can handle that.
OC your processor to 3.6Ghz.

if i try to put it past 3.3 it crashes when it gets stressed, i think i need to modify voltages too? any help or advice would be awesome!!! id love to have it at that, its air on a stock cooler, id buy the V8 to keep up if i could get it stable, if anybody can tell me what coltages and settings to run to get that speed it would be great
