ya go with a microboard then

What will she mostly be using it for?
the build ali7up made is pretty nice

although go with this one for hdd
http://www.newegg.com/Product/Produc...82E16822152185

Will you be overclocking it and such ?

there are so many options
specially if her friends and company come over and say well lets game or whatever
you deffinitly can make the system all sorts of cheap under 500 bucks if need be

its all about what you will be doing with the computer...(overclocking the cpu gpu ram timings and all that ) if you just plan on leaving it stock you can deffinitly go cheaper with a lot of it and still have a quad core computer

what build did you have in mind in the first place from dell and hp ?

In that case, you can even drop down to an Athlon x4 CPU and a mini itx motherboard. This will give a cheaper quad core computer.

so you really dont need that high end stuff

try this one out
Mobo: http://www.newegg.com/Product/Produc...82E16813131657
Cpu: http://www.newegg.com/Product/Produc...82E16819103912 (dual core but you dnt need more than that for basic functions )
Use onboard video card
ram: http://www.newegg.com/Product/Produc...82E16820231308
psu with the case
case: http://www.newegg.com/Product/Produc...82E16811119209
bluraydvd drive: http://www.newegg.com/Product/Produc...82E16827151222
hard drive: http://www.newegg.com/Product/Produc...82E16822152185

you get the monitor of your choice and keyboard mouse combo or what not and the speakers
in total this costs about 420$$
this is cheap build you can even go cheaper if you want save your mom some money specially if she is just doing basic things like the slot machine games ya you dnt need high end stuff that costs over 500 bucks

this will work nicely
just dont know on the cases seems picky on looks of it
but internals match pretty nicely red on blue
but you might want to look for the heatsink or just stick with the stock heatsink that comes with the processor save your self some money

This board is nice specially if you want to upgrade in future
