the only way to really tell if it is working right is to see what full load temps are. idle and 20% load temps are useless.

I'm having the same issue. I have i7 970 stock speed. My h50 with it's stock fan (havn't tried Push-Pull yet with a better fan). I'm getting around 38C-42C on idle.

intel burn test or prime 95. you only need to run it for like 5 minutes to find your full load temps. you run them for hours to see if you are stable, but if you are just checking heat levels you only need to run them for a little while.

doesn't really matter too much, just anything to get the load up will heat it up.
