think ur 650w psu is fine with 2xgtx560, load power draw for 560 sli is not that demanding, seems to sit around 500w [1] [2]. so im guessing 2x460 should be fine also

But thats just the gpu's. throw in alot of case fans, a corsair h50/70, cold cathods, 3 HDD's an SSD and a DVD drive would i not be pushing it a bit?

IF it helps, My sig rig runs fine under load, with Two cards and sandybridge, both heavily overclocked on a 650w.

get a cheap i7-920 from ebay for like 130 pounds and then OC to 4.0ghz
keep H50 with push/pull if possible
RAM - Even though you are on i7, Its still good to run Dual channel - If you are not gonig to use 6gb, Get the FASTER 4gb kit with tight timings instead of a slow 6gb kit
(tri and dual channel = no difference in speed)

for the GPU i would say SLI 460's are an option, Or SLI 5850's
Or if you are looking for a single card get a GTX480 (200 pounds new) or a HD6950 (under 200 pounds on ebay)

For lighting in that case, I would get a single White 12" CCF:, and you can put it in 1 of 3 places, Top(Along where the PCI screws go), Along the 5.25 bays, or along the bottom, .

Sandybridge is an option

Thats not just gpus actually, its the total system power draw. so in fairness, u still have 150w to mess about with, and if im not mistaken, xfx's max power draw exceeds its rated 650w anyway.
hdds dont use that much power, ssd practically no power draw, dvd...how often u planning on using that?
BUT yes, its cutting it a bit fine, IF you planning on overclocking ur cpu and gpus. if not, ur pretty safe i'd say.
