Basic graphics under $60

I'm building a system for a friend and I'm looking for a discrete graphics solution in the sub-$60 price range. The lower the better, really. The rig will be used for general home and office use, as well as light video editing. Currently he has an old 17", but a 22" 1080p will be coming along soon. A card that could handle 1080p Blu-Ray playback and HDMI audio would be nice in the event that he decides to upgrade in the future. This system will be light on gaming, if any at all. Is DirectX 11 support important for a non-gamer?

Why discrete and not on-board? It's likely that his mobo won't have on-board graphics, but even if it did I've always been wary of integrated solutions feeding off of system RAM. Especially when he is going to be running memory-intensive applications on occasion.

I've also been wondering about a fanless card to increase reliability - what with no moving parts - but the heat worries me. Here are some I've been looking at; prices are full cost with shipping and after MIR:

I doubt that he'd notice a difference between 512MB and 1GB video memory, and I think that either is sufficient. Being a gamer, though, means I'm not too familiar with non-gamer video needs, though.

The 5550 is a very nice Video card. It runs my Big Plasma on my HTPC.

I like the Sapphire.

Unless I am missing something, that 4850 is $120 - $30 rebate - $13 promo = $77.

Oh, sorry I didn't mention it: the card will not be overclocked. I'm leaning toward the 210 or 5450 for price reasons. The others just seem like they would be overkill for his needs. Thoughts?

Any opinions on fan vs. fanless? Haven't had a fanless in so long...
