Call your ISP tech support department and work to resolve the issue. However, I can tell you from the experience of working in this field, the best way to get a resolution is to not get on the line and tell them how crappy the service is, or be rude. Let them know the issue you're experiencing and work with them to resolve it. I am more willing to help someone who is friendly and willing to work with me, than someone who gets on the line and starts screaming at me. Just my $.02.
