Monitor issue

I have a issue in multiple games where when I'm looking at darker colors you can see the colors basically changing, its like there is noise in the monitor causes it to flicker, its not a flicker like the screen is off then on its like the colors are bright, the slightly darker then bright again.

essentially its like horizontal "noise" lines but its not exatcly a defined shape just colors flickering.

the monitor is a acer 203h, i think its time for a new one regardless but i highly doubt this is a system related issue?

its resolution is also 1600 x 900 max, will going up to 1900 x 1020 be a huge strain on my current system is most games or will i still be able to max everything?

thanks+rep to any advice on if the issue is definitely from my monitor

I've seen this before. Its the "bulb" the lights the monitor up and what's going on is that the light isn't spreading properly and causing "hot spots".

It will be this if the by "colors changing" you mean changing in to a similar tone?
