It does drop your multiplier. That's how it drops the fan speed as well because your CPU temps decreases so your fan isn't needed to run as fast.

If you are worried about CnQ just activate it after you have stabled the Overclock, there should be no problems doing that.

I'm willing to believe C-n-Q will help with overclockability when chips may be running at high volts overclocked. Remember, CnQ reduces clocks AND voltage. It usually works properly anyway, why turn it off? I run my 24/7 OC with CnQ. It works perfectly.
I especially don't recommend it when you idle at 38-40C

More likely an OC will mess with CnQ than the other way around. At high multipliers it sometimes stops working.

CnQ doesn't work at all over certain multies, PhenomMsrTweaker works regardless and allows you to set a lower v aswell.

Yeah, when I had my 965 C2 I actually used K10Stat (similar program) to manage Cool'n'Quiet. It worked pretty well.

C n' Q doesn't control the fan speed, your motherboard does. All C n' Q does is lower the multiplier and voltage when the system is under lighter loads. Your fan speeds are completely reliant on your motherboard.

I have to agree with xd1771, look at my sig rig listed below it runs all day with C&Q on. 1090T at 4139MHz and NB Freq at 3010MHz ram pushing 11GB/sec. It passes 24 hr prime95, LinX, OCCT, ITB, all without an issue.

Seems foolish not to run C&Q in my eyes. Unless you simply want to deal with the heat and voltage going through all your components as well as paying the extra $$$ for no good reason. But to answer the OP's question will it hurt any thing? No. But in my case I value the money I've spent on my rig and after OC'ing it this high doesn't it make more sense to take full advantage of the benefits of C&Q especially when it doesn't do any more with C&Q disabled?

The 955 was my first cpu I ever OCed. All I ever worked with was multi and volts. I made the 4.0 club with this 955 and the M4A79T-Deluxe 4gb SuperTalent 1333 DDR3, no changes of NB and no changes of RAM timings.CNQ disabled. I ask what pushes some into working with more of the variables than others, my feeling is that some people try OC work on less capable motherboards. Perhaps that adds to the fun,trying to clock high with a bum board.
