Reference means the board and design of the card is exactly the same as from AMD/ATI. Non reference means that the manufacture (Sapphire, Asus, Gigabyte, ect..) has made their changes to the original design.

To answer your original question.
No, the linked items will not bottleneck the 6870.

I would assume the first link would run cooler. I have two of the ones in the second link and they ran at 76-78c in crossfire under full load.
