Well first of all it's a GTX 580, again it's a GTX 580. Whether it's Palit, Sparkle, or PowerColor, it's a GTX 580. Best single card solution on the market aside from a dual GPU but that's arguably two cards into one depending which side of the fence you sit on in that argument.

Down to your question, I don't see many with Sparkle or PowerColor cards in bio's on OCN. It's not your main stream company but does put out good products. If your getting a deal on it and couldn't afford it otherwise, than it's a no brainer.

You could settle for less in a more known company but that doesn't mean the quality on a reference card is going to be better. Even if you can't OC the card, your sporting a GTX 580 under the hood.

The Sparkle reviews though not many on Newegg is 9 out of 9 with five stars. On the Sparkle Calibre OC series out of 5 it received 3 five stars and 2 four stars. No one complained. Read the reviews for yourself here. Again, if it's a deal you couldn't afford otherwise, go for it.

Only strong advice I will give you is don't voltage tweak it unless you like playing with fire and can afford to fry it. Otherwise your average OC on a software level is safe. I'm sure you can tweak that card to 850Mhz Core and squeeze some more out of it safely.
