Swap the RAM. Don't buy 1333Mhz before unless CL7 AND at a good price. 1600Mhz kits are cheaper, they all overclock better, and they don't have any compatibility problems whatsoever on AMD unless on C2 rev x4 proessor (which really aren't sold much anymore).

There is a decent deal on the G.Skill Ripjaws 1600 CL7-8-7 for $50 after promo on Newegg.

Don't spend any extra on a "super-clocked" version. Overclocking a GPU is as easy, if not easier, than overclocking your CPU.

Also, a 6950 2GB is quite a bit more powerful than a GTX 560. You can't compare different cards based on their clocks. I would definitely choose a 6950 over a GTX 560. It's great for overclocking, it has double the vram, and you can unlock it to a 6970. Unlocked and overclocked, the 6950 is situated between a stock GTX 570 and stock GTX 580.

You definitely won't be able to get anywhere near 4GHz with stock cooling. Spend a little bit extra on a good HSF, such as the CM 212+.

PC3-10666, PC3-10660, and PC3-10600 are for all intents and purposes the same (seems like the only difference is that manufactures couldn't agree on the naming convention, they are all 1333MHZ DDR3). However, you should probably get PC3-12800 instead (1600MHZ) as XD pointed out. Usually the price is very similar. The performance gained isn't always significant, but it's usually only a few dollars difference, or sometimes basically the same price. 1600-9-9-9 is usually cheap and easy to come by. If you can find 1600 speed with tighter timings for cheap then go for it.
