The are alot of good card games online. Based on your specifications:
- Cardmaster Conflict: Crappy graphics, and new sets are released rather slow, but they do balance changes often and even remake/revamp cards to keep things interesting. Gameplay has a lot in common with Magic... Once you get a understanding of things, the gameplay is actually interesting. Free 2 play, you play matches to earn points, you can then use said points to buy boosters, or loose cards from other players.
- Urban Rivals. The way i describe this game to ppl is: UR is like a crazy game of poker. Free 2 play as well, but i always advise new players that are intested in the game to at least purchase even $2 worth of Credits. That purchase helps you get some early boosters fast, and MOST IMPORTANT
unlocks the ability to sell your cards on the market. UR is a pretty complex game, and there's always something to do... This game is pretty much the WoW of TCGs. Even though you can spend money to get credits, you earn clintz (currency to buy loose cards) when playing matches, and you even earn credits for participating in the hourly tournaments.
The are others, but most of em need some money in the game to at least make some progress. UR is really the best online TCG imo.
Well you're outta luck here as you're gonna have to look into the handheld market for TCGs.
On PC, you can get Guardian of Graxia on Steam.
The other option is to use something like Vassal or Lackey to play the TCGs of your choice.
