Software overclocking is highly unrecommended.
And I believe that is a non-black edition CPU which means the multiplier is locked. Which means the multiplier can only go up and not down.
Go to your account settings and input your whole rig on your system so it's easier for all of us.
Yeah I don't know how to lower GPU fan speed.
