There is something wrong with your driver or something else is mess up in your computer, there is no way you should be getting 20 fps in crysis 2 with 5850 crossfire setup,

running cross fire 5850 setup with 16x/4x are 2-3 percent performance lose compare to 16x/16x crossfire set up.

I think its your mother board have problem maybe update bios?

of course, in mid to lower resolution and setting.

There's no proof out there that I have found that 1920x1080 results in enormous slowdown on a 16x/4x setup.
And it would never account for that kind of slowdown to begin with.
You're not going to lose 50% or more in fps just because one lane is slightly slower, even at 1920x1080. The 4X lane has consistently shown a 5% loss in bandwidth compared to the 16X, even at high resolutions. If the 16x card reduced it's bandwidth to even 4x/4x at 2.0, it would still not account for such a frame drop.
Now if that slot is, as posted 4x at 1.1 bandwidth, then I could see a problem.
And to jurig, more than one review has found that a 4x lane doesn't lose more than 5% or so at res's up to the 2500's. Crossfire is obviously got some overhead as well, but not THAT much overhead.

Absolute worst case scenario, it was 5-10% on avg for me with 20% being the most.

Not noticeable except under certain conditions.
But think about this, 5-10% loss knocks my performance down to that of a lesser card, 5850.
