Confused on parts

New guy here getting into water cooling.

I currently have an AMD 1090T air cooled to 4G but want to get into water cooling for silence and a little more overclock. But what confuses me are the parts. I can go over to review sites and see a cpu block like Enzotech scw doing poor performance but I will see them in peoples build on forums reaching high overclocks. Also pumps like the XSPC x20 being used on a radiator and 3blocks and still having low temperatures. Does it basically just boil down to a few degrees temperature between parts? Can any build like the ones below reach an AMD to 4.5G?

Expensive Build B
cpu block- EK Supreme HF Full Nickel
radiator- XSPC RX360
pump- Swiftech MCP655 12 VDC

4.5 prolly wont happen on that 1090, unless you use some kind of water chiller.

The difference between a and b is only a few degrees.

1090t on watercooling is possible to hit 4.5ghz...4.3ghz here 33 idle..58-61c full load..75f ambient...ull be running hot on full load coz of high voltage..but its reachable...but it depends how ur setup goes....

if you go with the B build use a swiftech 320qp rad
it will do you as good and save you some cash
