MSi 740GM-P25 any good for OC'ing?

I have a Phenom II X4 965 preprocessor and by default it's speed is 3.4GHz.

Is it safe to OC with this set up? Just want to get it around 3.8 without raising any voltage.

Far from.
This motherboard shouldn't even be used for the 965 at stock. It is not rated for 125W x4 processors. Silly enough, it is rated for 125W x6 processors, but this should be completely disregarded.

I recommend you begin undervolting before another VRM fire occurs...
