950 @ 4.0 Stable, Able To Touch 4.2? (Suggestions Welcome)

As in the pic, below.
Very, Very new to OC'ing, so bare with me.

Would love to know if there is any way to lower vCore (even a smidge). Perhaps changing the x25 to x21/23 (190/200bClock)? Also, running a Thermalright Silver Arrow in a 4-fan chassis. Are these temps acceptable?

Your temps are fine. You don't want them shooting up past 80 though. You can push for 4.2, as long as the temps are okay. I don't think 1 hour is "stable" on prime95, I would do at least an overnight test.

People have very different ideas of "stable"

If you don't want an overnight test, do a 2 hour OCCT test. And also do 20 passes on LinX with 25000 problem size If you can pass those two tests, you're pretty stable.. for 100% stable you should do 50 LinX tests and at least 9 hours of Prime95.

You can also try lowering Vcore yes, until your system won't post. And then test stability at you're lowest vcore.

So far, I hear Ya Rakhasa. The overnight, will do! How do I go about getting to 4.2? What to change? I'm blindfolded playin' darts here!

Increasing vcore can be one way to start. Get a stable vcore first at 4.2 then try lowering the other voltages so you're getting the most efficiency I have not pushed over 4 ghz because I haven't seen much of a need to do it..but hey, this is OCN...OC without limits

Remember to keep an eye on your temperatures, I like to stay at 75- but some people are okay with higher.
