What is C1E? And how i disable it?

You can't disable speedstep on SB processors. Only on gigabyte boards when you can change the frequency of the speedstep.

If you got 2 monitors, use that to track your cpu usage. If not use Prime95 to stress it. Go into your BIOS and mess around some more. If none of that works, clear your cmos and try again.

This is false. I have done it on my Evo, you must disable all the c states as well.
