It is, turning off the vsync will give more accurate response of the mouse but I hate screen tearing..

If your monitor only supports 60 hz then this is pointless. your eye wont see the difference past 60 FPS.

Not necessarily pointless. After a certain FPS, some game engines can be exploited. I remember in Quake 2 that raising my FPS limit to 100 from 90 allowed me to jump slightly higher to reach places I shouldn't have been able to. IDK if this is the case here or not, just saying there's a time and place for 60+ FPS on a 60Hz monitor.

What? No. The term 60Hz means your monitor is refreshing the screen sixty times a second, that is the hard limiter, anything over 60 FPS will make no difference, same with 120Hz monitors, you'd want to shoot for 120FPS solid. It's the reason why when you see two TV's side by side, one 60hz and one 120hz, the 120hz is a hell of a lot more fluid, and actually looks weird (to me at least). It is always a good idea to aim for 10FPs higher then your monitor refresh rate, to give yourself some buffer room if the game starts to become taxing.
