Not true.

The Core i7 920, 930, 940, 950, 960, 970 all use the BCLK. The 975, 980, 990, 995 use the multiplier.

So all the adverts and promos saying it would be a great machine to o/c was a load of pants?
But she is o/c at the moment to 3.8Mhz

The components will be overclockable, but if you bought a prebuilt machine the bios is frequently locked & limits the options you have. They don't like to have to repair thier products & it is easier for them to lock the bios & prevent people from using settings that may cause instability or damage.
I think 23 is the max multi for that cpu, only the extreme edition 1366 processors have an unlocked multi. You would have to up the bclk (fsb) for higher frequency.
