Laptop HD is toast Need advice

My brothers laptop HD is a gonner, I was able to complete 1 chkdsk run that told me it had bad sectors.

Now after backing up most of their family photos and documents off of the drive I ran both chkdsk and h2testw1.4 on the drive and neither were able to complete, rather just locking up during the process in the case off chkdsk and a reboot in the case of h2testw1.4. I have tried each now 3 times with no success.

SO... This laptop is a Toshiba satelite a300 02c, It did not come with a windows disk. The dying hard drive has a seperate recovery partition and It also came with 2 recovery disks (not originals...Staples apparently lost those)

I have 2 questions:

1. Will the recovery disks be able to fully install Vista onto a new hard drive?

2. Is the WD Scorpio black 500gb 7200 rpm the Best Deal in mechanical HD right now? If not what do you suggest?(They wont spring for an SSD)

The hard-drive sounds good wd are decend for lappy hdd's, dunno if u can do a clean install onto a new hdd from the recovery partion, i assum u know the product key, would u be able to borrow a disk of a friend, and re-install it using ur product key?

I do have a Product key for Vista Home premium I suppose that any Bootable copy of Vista should work with said key.

I was wondering if The recovery disks (DVD's) would be able to do the Install without the Recovery partition on the HD?

Hard-drive sounds good, im not 100% sure that you can install of bacup disks but iv'e never tried so maby you can, but if all else fails im sure you can find someone with a disk you can borrow
